South Windsor Police Arrest Unregistered Contractor for 2008 Incident

Alexander Cooper, 31, of Pennsylvania, was arrested on a warrant after being located in West Haven Thursday.

South Windsor police arrested a Pennsylvania man in connection with a 2008 investigation in which he allegedly paved a driveway without being a certified contractor and after he requested more money to complete the job.

South Windsor police arrested Alexander Cooper, 31, of 215 Peach Bottom Rd., Willow Street in Pennsylvania on Sept. 25 with the help of the West Haven Police Department.

An arrest warrant had been obtained for Cooper following an investigation but he left the state. He was located by West Haven police on Thursday night and turned over to South Windsor police and the warrant was served, according to a press release.

Cooper was arrested on charges of making an offer of home improvement without a certificate or registration, failure to furnish buyer with a contract with cancellation statement, failure to provide a three-day notice of cancellation, and failure to provide buyer of the right to cancel contract.

Cooper was released on a $5,000 non-surety bond and is scheduled to appear at Manchester Superior Court.

Police said that Cooper’s arrest stems from a 2008 investigation in which he solicited a verbal agreement to pave a King Street resident’s driveway for $1,300. He completed half of the job, and then requested an additional $2,000 to complete the work, according to police.

The investigating officer learned that Cooper completed the work without being registered/certified with the State of Connecticut. He also failed to provide the victim with a contract outlining her rights concerning the transaction.
