Stafford's Water Pollution Control Authority is seeking professional engineering firms to provide on-call wastewater services, according to its request for qualifications. Submissions are due Monday, Nov. 16, at 3 p.m.
The selected firm will support technical, operational, regulatory and project-specific needs. The scope includes wastewater treatment and collection systems, process control, monitoring, sampling, permitting and a local industrial user's proposed new discharge to the treatment facility.
The WPCA anticipates a two-year agreement with up to three one-year extensions, subject to performance and mutual agreement. Individual assignments will require written task orders specifying scope, schedule and fees.
Interested firms must submit a statement of qualifications limited to 10 single-sided pages, excluding the cover letter, resumes, covers and dividers. Required materials include a firm overview addressing all required expertise, descriptions of up to five relevant projects completed in the past five years, an organizational chart and key personnel resumes identifying a designated project manager. Firms must also describe their on-call approach, confirm immediate availability, provide at least three municipal or utility client references and disclose any previous Stafford WPCA work, including its nature and dates.
Submissions may be emailed to Hartenstein@staffordct.gov or delivered on paper to Stafford WPCA, 50 River Road, Stafford Springs, CT 06076. Questions must be emailed to Hartenstein@staffordct.gov by Wednesday, Nov. 4, at 3 p.m. Superintendent Rick Hartenstein is the listed contact at 860-684-4914 or hartenstein@staffordct.gov.
The WPCA will score firms on technical expertise, relevant experience, response quality and ability to support routine and special-project needs. The highest-rated firms will be contacted for discussions or interviews, with final selection based on perceived best value. Contract terms and rates will be negotiated after review and ranking. Firms can review the full qualifications package for submission and contract requirements.
