STAFFORD, CT — An 18-year-old East Hartford man has been charged with second-degree sexual assault in connection with a series of events that began in Ellington and ended in Stafford, state police said.

State police released details of the Monday arrest on Thursday. Julian Vargas was initially held on a $25,000 bond, but posted that amount at his Tuesday arraignment. He is due back in Rockville Superior Court on June 12, judicial system records show.

A state police investigation ensued on March 29, when two women arrived at the state police Troop C barracks to complain about the actions of Vargas.

According to a warrant, Vargas was at the designated driver for a group of "high school" aged friends that included the Stafford women. He became involved in "making out" with the woman identified as the victim during the gathering, and she made it clear she was not interested in sex, according to a warrant.

He eventually drove the woman to her home in Stafford, where drinking continued, according to a warrant.

Vargas, who remained sober, brought the woman to her bedroom, according to a warrant.

The woman told state police she had "blacked out" at some point and woke up with pain in her pelvic area, according to a warrant.

Police said in a warrant to Vargas was not cooperative with the investigation, along with his proclaimed lawyer.
