STAFFORD, CT — A 61-year-old Stafford woman was to appear in Rockville Superior Court Tuesday to face five criminal charges related to a toddler's drug overdose last spring.

Jessica Anne Ramos was arrested via a warrant on Dec. 30 and has been charged with first-degree reckless endangerment, first-degree assault, risk of injury to a child, possession of a controlled substance and the use of drug paraphernalia. She was being held over the weekend on a $150,000 bond.

State police began their investigation into the activities at a home on Deepwood Drive in Stafford on May 4, when a distress call came in from a local Dunkin' Donuts about a 1-year-old boy suffering from an apparent drug overdose. The boy needed two doses of Narcan to be stabilized, according to a warrant. He was first taken to Johnson Memorial Hospital and then to Connecticut Children's Medical Center, according to a warrant.

Lab tests determined the child was exposed to fentanyl, according to a warrant. State police said it was the result of a narcotics operation at the home, including residue on the sweatshirt of an adult who was holding the child, according to a warrant.

During a search of the home, police seized several elements of the operation, including an abundance of packaging material, according to a warrant. Part of the operation was removing drug packaging that had been hidden in a ceiling, according to a warrant.

On May 4, after drug activity at the home, adults supervising the child made a trip to the Dunkin' Donuts and it was there that the boy became pale and became unresponsive from the exposure to the drugs, according to a warrant.
