305-Unit Affordable Housing Plan To Be Reviewed By Stamford Zoning Board

STAMFORD, CT — The Stamford Zoning Board is scheduled to hold a public hearing and regular meeting Monday, Feb. 9, at 6:30 p.m. in a remote-only format, with several major land-use proposals on the agenda, including a 305-unit affordable housing development downtown and changes within the Harbor Point district.

The board will conduct the meeting virtually via Zoom. Members of the public may provide testimony during designated portions of the hearing, with speakers limited to three minutes each. Written comments may also be submitted in advance.

A public hearing is scheduled for 7:30 p.m. on an application from St. John Urban Development Corp. for a proposed all-affordable apartment building at 109 Tresser Blvd. Plans call for a total of 305 residential units above two levels of parking and double-height amenity space. The proposal includes site and architectural plans, a special permit and coastal site plan review.

Also during the public hearing portion, Children’s Learning Centers of Fairfield County is seeking approval to redevelop its property at 60 Palmers Hill Road with an expanded daycare facility. The proposal includes adaptive reuse of the existing two-story building, construction of a connected addition, 60 surface parking spaces, outdoor play areas and classroom space. The facility is expected to serve up to 220 children.

Earlier in the evening, the board will continue hearings first opened Jan. 26.

Five Harbor Point Square LLC is requesting approval to transfer approximately 34,000 square feet of commercial floor area within the Harbor Point master plan area to accommodate a new health and wellness use known as Bathhouse. The application includes a general development plan, site and architectural plans and coastal site plan review.

In a separate matter, Peter Sikora, on behalf of Rahmatul-Lil Alameen Mosque Inc., is seeking a special permit at 80 Lockwood Ave. to change the use of the property from a club to a house of worship.

The board is expected to take up these applications again during the pending applications segment later in the evening, along with approval of prior meeting minutes.
