STAMFORD, CT — Stamford Public Schools Superintendent Dr. Adrian B. Talley announced several administrative changes within the school district that take effect immediately.
Jillian Churchill has been appointed assistant principal at Westover Magnet K-8 after serving as assistant principal at Cloonan Middle School since 2021.
Tim Foley has been named assistant principal for specialized instruction at Newfield Elementary School and Toquam Elementary School after serving as interim assistant principal at Westover Magnet K-8 during the 2025-26 school year.
Lee-Ann Baranowski will serve as assistant principal for specialized instruction at Roxbury Elementary School and Westover Magnet K-8, and Dr. Rachael Wiggins will serve as assistant principal for specialized instruction at Cloonan Middle School and Stillmeadow Elementary School.
According to the district, Churchill's assistant principal position at Cloonan Middle School was eliminated during the FY27 budget cycle, and she was placed at Westover Magnet K-8 pursuant to the contract between the Board of Education and the Stamford Administrative Unit.
The district said the remaining changes were made to fill vacancies or adjust staffing based on the needs of each school community.
Churchill began her career as a third grade teacher at Newfield Elementary School before teaching sixth grade English language arts at Scofield Magnet Middle School and sixth grade science and social studies at Cloonan Middle School. She also served as administrative intern at Cloonan during the 2020-21 school year.
Churchill earned a bachelor's degree in English from Central Connecticut State University and a master's degree in elementary education from Fairfield University.
She holds Connecticut certifications in K-6 Elementary Education (013) and K-12 Intermediate Administration or Supervision (092).
Churchill received the SPS Spotlight on Teaching Award in 2020.
Foley has more than 20 years of experience as a math teacher, math coach and International Baccalaureate Programme coordinator at Rogers International School.
Foley earned a bachelor's degree in economics from the State University of New York at Buffalo, a master's degree in elementary education from the University of Bridgeport, a master's degree in math education for grades 5-9 from Western Governors University, and a sixth-year certificate in intermediate administration from Sacred Heart University.
He holds Connecticut certifications in Technology/Unified Arts Education PreK-12 (047), Elementary Education PreK-6 (005), Middle School Mathematics Grades 4-8 (229), and K-12 Intermediate Administration or Supervision (092).
Baranowski became an assistant principal for specialized instruction in 2025 after serving as the IEP compliance teacher for middle schools in the SPS Teaching & Learning Department, where she worked with teachers and administrators at the district's five comprehensive middle schools.
She began her career as a first grade teacher at P.L. Dunbar School in Bridgeport and later served as a special education teacher, first grade teacher and kindergarten teacher at Springdale Elementary School in Stamford. She also worked as an SPS summer school teacher for seven years and served as a TEAM mentor for new district educators.
Baranowski earned bachelor's degrees in psychology and elementary education from Southern Connecticut State University, a master's degree in special education from Fairfield University, and a sixth-year diploma in educational administration and supervision from the University of Bridgeport.
She holds Connecticut certifications in Elementary Education Grades K-6 (013), PreK-Grade 12 Comprehensive Special Education (165), and K-12 Intermediate Administration or Supervision (092).
Wiggins first became an assistant principal for specialized instruction in 2025.
She joined SPS in 2016 as a fifth grade teacher at Stillmeadow Elementary School. She later served as a special education teacher, Scientific Research-Based Interventions instructional support teacher, IEP compliance and specialized reading team leader, and Multi-Tiered System of Support specialist.
Before joining SPS, Wiggins spent four years with the New York City Department of Education as a first grade teacher, creative writing teacher and fifth grade teacher at The Edward A. Fogel School for Critical Thinking (PS 68). She began her teaching career with the Archdiocese of New York as a middle school English language arts teacher at St. Mark the Evangelist School and Visitation School.
Wiggins earned a bachelor's degree in sociology from the College of the Holy Cross, a master's degree in education in childhood and special education from Manhattan College, a Certificate of Advanced Study in Educational Leadership and a doctorate in educational leadership from the University of Bridgeport. She is currently pursuing a certificate in remedial reading from Sacred Heart University.
She holds Connecticut certifications in PreK-Grade 12 Comprehensive Special Education (165), Grades 1-6 Elementary Education (305), and K-12 Intermediate Administration or Supervision (092).
