Officials said that according to court documents, between June and November 2025, Humphrey communicated with at least three minor girls on the Wizz app, which advertises itself as a "safe place to express yourself and meet new friends."

Humphrey exchanged sexually explicit messages with the minor victims and arranged and paid for their travel to meet him, officials said, noting Humphrey knew the girls were underage.

Humphrey gave the minor victims alcohol, engaged in sexually explicit activity with them, and recorded the activity on his cellphone, according to officials.

A federal criminal complaint charged Humphrey with production of child pornography, an offense that carries a mandatory minimum term of 15 years in prison and a maximum term of life; possession of child pornography, which carries a maximum term of 10 years in prison; and transportation of a minor to engage in sexual activity, an offense that carries a mandatory minimum of 10 years in prison and a maximum term of life.

Sullivan stressed that a criminal complaint is only a charge and not evidence of guilt. Charges are only allegations, and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt, a news release said.

This investigation is being conducted by Homeland Security Investigations, the Norwalk Police Department, Stamford Police Department,Watertown Police Department, and the Suffolk County (N.Y.) Police Department, with the assistance of the Drug Enforcement Administration New Jersey Field Division.

Officials said the prosecution is part of the U.S. Department of Justice's Project Safe Childhood Initiative, which is aimed at protecting children from sexual abuse and exploitation.
