The driver, a female, "immediately started to cry and began to act very irrational about being pulled over," according to Stamford police.
Police said Alcin, who has "lengthy firearm and narcotics history with the SPD," was the front-seat passenger.
"Alcin appeared very nervous and we had him step out of the vehicle so we could figure out exactly what was going on," Conklin wrote Friday morning.
Police said Alcin appeared to try and reach back into the vehicle, which police told him he shouldn't do.
According to police, Alcin refused and "we had to grab him, at which point he attempted to reach into his front, waist band area."
After a "brief struggle," police said they were able to detain the suspect and, during a pat down, an SPD officer felt a package consistent with narcotics in Alcin's front pants pocket.
There, police said they found six backs of crack cocaine (2.1 grams total).
A subsequent search of Alcin, police said, led to officers finding a single, knotted bag with 167 bags of crack (32.9 grams) located in his "groin area."
In addition, police said, they found 10 counterfeit $100 bills, 10 counterfeit $50 bills and 20 counterfeit $20 bills, Conklin wrote.
