Stamford Announces New Leadership Within City's Operations Department

STAMFORD, CT — Last week, Mayor Caroline Simmons and city of Stamford Director of Operations Matthew Quinones announced new leadership within the city's operations department.

James Montgomery has been hired as the new director of facilities and sustainability,

This newly created leadership position will oversee the management and maintenance of city facilities and identify and implement sustainability initiatives.

"Our administration is excited to welcome James Montgomery to our team," Simmons said in a news release. "James brings a wealth of experience leading initiatives with the New York City Housing Authority, including overseeing facilities across the five boroughs and over 70 personnel. He will be instrumental in leading the city of Stamford’s facilities team and our new initiatives, such as advancing energy efficiency, enhancing renewable energy sources, conducting a greenhouse gas inventory, and Virtual Net Metering. These initiatives will not only protect our environment, but will also save energy costs for residents."

As part of the Operations Department’s restructuring in leadership, the city also recently hired Shawn Reed as its new chief building official. Reed previously served as the chief building official for the town of Fairfield, and prior to that assignment served as the coordinator for plan review and inspections in Stamford.

"Shawn’s experience and leadership will be leveraged to help support our goal of reforming the City’s construction permitting process to create more efficiencies for homeowners and business developers," Quinones said in an news release. "In addition to this effort, Shawn will also oversee our department’s initiative to strengthen code violation enforcement and the implementation of a more proactive building inspection operation."

The Operations Department also announced Kevin Murray as the new director of parks and recreation. This new role was created to oversee the merger of the city’s parks and recreation department.

“The merger of Parks and Recreation will allow for more direct coordination of park and field maintenance with field usage and recreation services," Quinones added. "This position will also play a key leadership role as we launch a city-wide Parks Strategic Plan process."

Murray has been a member of the City of Stamford’s Operations Department since 2013.
