Stamford Seeks Consultant For Comprehensive Plan Update

Formerly known as the "Master Plan," the plan must be updated at least once every 10 years.

STAMFORD, CT — The City of Stamford Land Use Bureau (LUB) released the Request for Proposals (RFP) to update the City’s Comprehensive Plan (formerly the "Master Plan") for the years 2025 through 2035.

The plan was last updated in 2015. Pursuant to State of Connecticut Public Act No. 15-95 and General Statutes Section 8-23(a)(1), at least once every ten years, the Planning Board shall prepare or amend and shall adopt a Plan for the municipality.

The Comprehensive Plan will include an update to the Stamford Affordable Housing Plan, as required by the State and the Code of the City of Stamford. The Comprehensive Plan and Housing Plan will be developed by the chosen consultant in partnership with the LUB and will include significant community engagement and clear design.

"The goal of updating the Comprehensive Plan is to look at the city comprehensively, hear from residents, and jointly set a vision for our community for the next decade that will advance economic prosperity and address all issues, whether they be environmental, social, or economic," said Mayor Caroline Simmons in a news release. "Input and feedback from stakeholders and residents are vital to this process and we look forward to as many residents as possible participating in that community engagement."

The LUB has identified four often interrelated topics that can characterize land use conversations in Stamford since the 2015 Plan that should be addressed in the 2035 Plan:

  • Sustainability and resiliency
  • Diversity, equity, and inclusion
  • Mobility
  • Housing affordability

The city is also looking for the proposal to address data collection needs of the city’s Community Development Department to update the Consolidated Plan and create the Equity Action Plan as required by the United States Department of Housing and Urban Development.

"The Land Use Bureau is excited to begin the process of updating the vision of the City for the next ten years," said Lindsey Cohen, project lead and Associate Planner in the city’s Land Use Bureau, in a news release. "It is critical to ensure that residents of all demographics are heard from and that ideas about the city’s future are translated into actionable policy and project recommendations."
