Stamford Zoning Board To Resume Hearing on Daycare Facility Proposal, Review Zoning Text Change

Here's what's on tap for the upcoming Stamford Zoning Board meeting.

STAMFORD, CT — The Stamford Zoning Board is scheduled Monday night to resume a public hearing on a proposed expansion of a daycare facility on Palmers Hill Road, along with considering a citywide zoning text change affecting the General Commercial district.

The board will conduct a remote-only public hearing and regular meeting Monday, Feb. 23, at 6:30 p.m. The meeting will be held virtually, with members of the public able to participate and provide testimony when recognized. A public hearing component is listed at the start of the meeting.

One of the items on the agenda is the continued public hearing for an application from Children’s Learning Centers of Fairfield County Inc. for a redevelopment proposal at 60 Palmers Hill Road.

The applicant is seeking approval of site and architectural plans to redevelop the existing two-story building and construct a connected daycare facility.

The proposal includes 60 surface parking spaces, an outdoor pavilion, outdoor play areas, 11 classrooms and a gross motor space. The facility is anticipated to serve up to 220 children. The hearing was continued from the board’s Feb. 9 meeting.

Following that item, the board is scheduled to open a public hearing on a zoning text change requested by the City of Stamford. The proposed amendment is intended to establish comprehensive standards for the C-G General Commercial district, including updated urban design requirements.

Later in the evening, during the board’s regular meeting, members are expected to review pending applications that remain open for consideration. These include proposals for residential site plan reviews on Davenport Drive, a special permit application for the Rahmatul-Lil Alameen Mosque at 80 Lockwood Ave., and a major development proposal from St. John Urban Development Corp. at 109 Tresser Blvd., which involves site and architectural plans, a special permit and coastal site plan review.

The agenda notes that public speakers will be allotted three minutes each during hearings, and written testimony may be submitted in advance. The meeting will be recorded and made available for later viewing.
