2 Arrested On Drug Charges In ‘Targeted’ Investigation: Stratford Police

Police said the targeted investigation stems from ongoing "quality of life" complaints by residents.

STRATFORD, CT — Two people have been arrested in connection with the Stratford Police Department’s Narcotics, Vice & Intelligence Unit’s ongoing investigation into “quality of life” complaints in the area of Success Avenue area, according to Capt. Jerry Pinto.

Pinto said that residents of Stonybrook Condominium Complex and Success Village Housing Complex continue to consistently complain to police about the “decrease in their daily quality of life as a result of narcotics activity.”

As a result of “sustained enforcement efforts,” Pinto said the NVI unit conducted targeted operations in the area on Jan. 16 that led to the arrests of Joseph Villafane and Danielle Speier.

Villafane, 29, who Pinto said is a convicted felon, was arrested on charges of illegal possession of narcotics – third offense, illegal possession of crack / cocaine – third offense, and first-degree failure to appear. He was being held in lieu of bonds totaling $460,000 with a court date of Feb. 10.

Pinto said Villafane was also charged with first-degree failure to appear on a warrant from Connecticut State Police and second-degree failure to appear out of Fairfield. He was held in lieu of a $100,000 bond in each of those cases.

Danielle Speier, 33, was also arrested and charged with two counts of illegal possession of a controlled substance, and one count each of illegal possession of drug paraphernalia, improper use of a license plate, operation of an unregistered vehicle, and illegal operation without insurance. She was held in lieu of a $5,000 bond.
