Developer Still Eyes Popeyes in Stratford, Files Appeal

Rahman Hashimi is not giving up hope for opening a Popeyes Louisiana Kitchen restaurant in the Dock Shopping Center and has appealed the Zoning Commission’s rejection of his application in state Superior Court, according to the Stratford Star.

The Star reports Hashimi claims in the filing that the commission’s rejection of his application was “illegal, arbitrary, improper and an abuse of the discretion vested in it.”

The commission rejected the application in a 3-1 vote on July 28.

Commission Chairman David Fuller, who voted in favor of the restaurant, recently told the Connecticut Post the application was turned down mostly due to concerns about the flow of traffic generated by a drive-through window and he had expected to see Hashimi return to the commission with a revised application.

The fast-food restaurant would have seated 46 people in a 2,200-square-foot space and added about 60 jobs.
