The son of Willy J Scott and Reatha J Bell, Roosevelt was born in Sumter, SC, and lived much of his life in Connecticut. He was raised by his uncle and aunt, whom he considered his parents, Samuel and Thelma McGee. Although he was an only child, Roosevelt grew up with a multitude of cousins, whom he considered his siblings. Roosevelt was a talented mechanic by trade until the end of his life. He also drove a tractor trailer for Swift and worked for Valley Container in Bridgeport, CT.

A kind, caring, and intelligent man, Roosevelt was compassionate and loyal to family and friends. He was outgoing, sometimes outspoken, and often funny/comical. A jack of all trades, Roosevelt enjoyed working on cars, fishing, being outdoors, playing cards, and getting to know people. He touched many people throughout his life and will be lovingly remembered by all who came to know him.
