Suffield Commission Rejects Permit For Seven-Home South Grand Street Plan

All seven commissioners opposed approval, citing concerns about groundwater, runoff and environmental impacts.

Suffield's Conservation Commission unanimously rejected a permit application for seven single-family homes on South Grand Street on Tuesday, Oct. 27. All seven voting members opposed approval, according to meeting minutes posted by the Town of Suffield.

Peak Mountain Development LLC proposed the homes on the west side of South Grand Street, on Assessor's Map 18, Block 21, Lots 15 and 15A. Commissioners raised concerns about the water table, runoff from lawn maintenance, environmental impacts, rain garden maintenance and catch basins before rejecting Permit #1748.

During the hearing, applicant representative Skip Alford told the commission the drainage plan would alleviate existing flooding across the street. Wetland scientist Ian Cole said the North Central District Health Department had approved the septic systems and wells. Abutting property owner Richard Evans questioned those findings and sought more extensive testing and groundwater information, according to the minutes.

In separate logging matters, the commission approved forest management and harvesting plans as of right for 26 acres of the Kudla property on South Stone Street and 15 acres of the Kope property on North Stone Street. The commission also unanimously tabled logger Chris Casadei's Firestone Drive permit until Tuesday, Nov. 10, pending a site visit and revised plan.

For the Firestone Drive property, commissioners told Casadei that a 100-foot upland review area was needed around vernal pools, rather than his proposed 50-foot buffer, according to the minutes. Conservation consultant Keith Morris will coordinate the site visit with Casadei, staff and commission members. Casadei indicated that logging would wait until winter conditions were suitable.
