On July 8 at 12:28 a.m., Thomas W. Lewis, 56, of Beaver Meadow Road, Haddam, was sitting in a Jeep parked in the lot of Royal Display, 725 Main St., which is closed and known for narcotics activity, prostitution and assaults. When the officer illuminated the interior he saw Lewis reach behind the passenger seat. He began to drive away while watching the officer, who told him to stop four times. Lewis became agitated and aggressive, and as the officer smelled alcohol and found marijuana on him, Lewis fought and kicked at the officer, refusing to be handcuffed. His blood alcohol level was measured at .0886 and .0852 and he refused a urine test.
