The Board of Selectmen also approved a state emergency management resolution and tabled veterans tax relief review.
KILLINGWORTH, CT — The Board of Selectmen on Oct. 26 set a virtual public hearing for Nov. 23 on the town-owned Beaver Dam Road lots, one of several actions taken during a brief regular meeting at Town Hall. First Selectman Eric Couture and Selectman Nancy Gorski were present. Selectman Joel D’Angelo was absent.
Couture called the meeting to order at 7 p.m., and the board adjourned at about 7:21 p.m., according to the minutes. The board approved minutes from its Oct. 13 regular meeting and approved four tax refunds for overpayment totaling $509.70. The refunds were listed for Robert Abrams, Nissan Motor Acceptance, Eric Gifford and George Sizer, and each motion passed unanimously, 2-0.
In department reports, Couture reported that about 750 to 800 voters had participated in early voting as of that morning. He said turnout had been steady and the process had been successful, according to the minutes.

Under old business, the board discussed the Ethics Code, the multiyear capital improvement plan, the Beaver Dam Road lots, a PFAS-related proposal and a call to Town Meeting. The board agreed to delay further discussion of the Ethics Code and any action to move it to Town Meeting until D’Angelo is present. Review of the call to Town Meeting was also deferred until his return.
On capital planning, Couture reviewed the multiyear capital improvement plan and said he had made edits to clarify details and address questions. The board agreed the plan was ready to move forward, with a meeting anticipated toward the end of November, according to the minutes.

The Beaver Dam Road item drew a formal vote. Gorski moved, and Couture seconded, a motion to set a public hearing on the Beaver Dam Road town-owned lots for Nov. 23 before the board’s meeting and to hold it virtually. The motion passed unanimously, 2-0.
The board also approved a resolution involving the Connecticut Department of Emergency Services and Public Protection, Division of Emergency Management and Homeland Security. The resolution authorizes the town to enter into and deliver documents to the state agency and authorizes Couture, as first selectman, to execute those documents on the board’s behalf. That motion also passed 2-0.
In new business, Couture reviewed proposed additional veterans property tax exemptions and their possible effect on the grand list. The minutes state the exemptions include provisions for veterans with qualifying disabilities, including 100% disability or TDIU, and surviving spouses. Couture is expected to provide additional information before the board considers action, and the item was tabled to the next Board of Selectmen meeting.
Couture also presented a draft 2027 meeting schedule for initial review. No action was taken. The schedule is expected to return to the board for further review.
