Scott's Yankee Farmer in East Lyme says even though it's been a pretty chilly spring, it is okay to start your spring planting with perennials.  Perennials are plants that continue to flower year after year giving you enjoyment for a number of years after the initial investment.  Perennials are $7.25 for gallon size
