The situation unfolded at about 11:50 p.m. Saturday.

In addition to state police, Tolland Fire and EMS crews responded to the scene for a well-being check and medical evaluation. The child was OK, authorities said.

Tolland Town Manager Brian Foley said the parents of the child were located locally "following an extensive canvass."

Foley added, "Thankfully the young child is safe and in good health. Multiple state agencies are now involved. The CSP investigation is ongoing."

He added, "Given the age, circumstance and privacy, we can not provide any further details."

A civilian found the child and reported the situation, Foley said.
