Chairperson's Report: September 12 Special & Regular Meeting Review
ADA Sidewalks Approved, Discussion of DPW Review Conducted, Firefighter Contract Extension Authorized & More Discussed by Town Council.
Good afternoon neighbors, and happy Friday to you! Please see below the chairperson’s report for the September 12th special and regular meeting this week.
First, the Town Council met for an executive session for a personnel matter.
Following the executive session, the Town Council reconvened for our regular meeting to conduct several items of business. The Town Council first made a unanimous final approval for a proclamation honoring Jeff Gallagher, which will be presented at the end of September.

The town council moved Old Business up before new business to review a Department of Public Works Study that was initiated by the Town Manager, Brian Foley.
Several recommendations were reviewed including fleet standardization, replacement of discontinuation of certain apparatus, maintenance system updates and facility consolidation. The council provided commentary on several sections and overall found the report indicated DPW is at a reasonable level for staffing and equipment.

The Town Council then unanimously approved funds to ratify a collective bargaining extension with the firefighter’s union to cover July 1, 2023 through June 30th, 2024. This extension was a request by the union in lieu of negotiating a multi-year contract for this year. The only change to their contract would include a 3% wage increase for the fiscal year, which was ratified by the union on 8/16.
Next year the town council will re-enter and consider the standard three-year agreement with the union.
Following this resolution was a review and final approval by the Town Council by a vote of 5-1 in favor of a proposed ADA sidewalk project on the Tolland Green. A minimum of five votes were required to pass this project due to the PZCs unfavorable 8-24 review.
The town council’s final new item of business is a re-appointment of a resident to the Water Pollution Control Authority, which was approved unanimously. Any residents interested in filling existing vacancies can contact vacancies@tollandct.gov.
