Chairperson's Report: September 26th Town Council Meeting Preview
Town Council to Set Public Hearings for Ordinance & Code Revisions, Update Personnel Polices & Procedures, Discuss Ambulance Levels & More.

Good afternoon neighbors, and happy Friday to you! Please see below the chairperson’s report for the September 26th regular meeting next week.
First, the Town Council will present a proclamation to resident Jeff Gallagher for their efforts in the community, which was unanimously approved at our last regular meeting.
This proclamation will be followed by six new items of business. The first item of business is a review and approval of revisions to the town’s personnel policies and procedures.

These changes include the addition of Juneteenth to the holiday calendar in accordance with state and federal holidays, and a revision to sick leave allocation that the allotment of time is on their anniversary date so that it is consistent with changes made to two of the town’s three labor contracts.
The second and third item of business are to set public hearings for the town council to consider changes to a section of the Town Code and a Town Ordinance.

The town code revisions impact suspension and revocation processes for Adult-Oriented Establishments, which change the requirements for revoking this license and any action taken by the Town Council in the event of an appeal being final.
The Ordinance being revised is Ordinance 91, known as the Tax Stabilization Fund. The changes to this fund include decreasing the maximum amount held in the fund from $3,000,000 to $1,000,000, adding language to indicate what happens if the fund exceeds that amount, and requiring the Town Council to review the policy every five years. The current balance is estimated to be nearly $500,000 at the end of fiscal year 2023-2024.
The fourth item of business before the Town Council is a resolution authorizing Town Manager Foley to execute an Memorandum of Agreement (MOA) with the State of Connecticut Department of Emergency Services and Public Protection (DESPP) for Homeland Security grants.
This action is required to be submitted every two years, with the main change updating the name on the agreement to Mr. Foley and must be completed by the end of September.
The fifth item of business is a discussion with the Town Manager and staff regarding Ambulance Apparatus levels. This discussion is based on a request from the town council due to recent service issues with various apparatus and extensive delays in procuring new ambulatory vehicles for the town due to supply chain constraints.
The final item of business for the Town Council is to approve two appointments to the Agriculture Commission, one of which is a full member and the other an alternate member.
