TOLLAND, Conn. — The Tolland Town Council unanimously appointed David Marshall to fill a vacant seat during its March 10 meeting, according to the meeting minutes.

The vacancy followed the March 5 resignation of councilor member Joe Sce. The minutes state that Town Manager Brian Foley provided background on the agenda item and thanked Sce for his service on behalf of the town.

According to the minutes, the town received a recommendation the same day from Republican Town Committee Chairwoman Lisa Burns to appoint Marshall to fill Sce’s vacancy.

Under the town charter and past practice, the Tolland Republican Town Committee endorses a candidate to fill the opening.

Council chairman Christopher Moran said the council had a charter-mandated obligation to fill a vacancy as expeditiously as possible and that Marshall met the qualifications because he is registered to vote in town and had been endorsed by the committee.

The minutes also state that Moran said he looked forward to working with Marshall in a bipartisan, collaborative manner.

After the endorsement vote, Town Clerk Kathy Pagan swore in Marshall, according to the minutes.
