Energy Assistance Program is Open!We are now accepting applications for the Connecticut Energy Assistance Program (CEAP) in the Human Services Office.The Connecticut Energy Assistance Program (CEAP) is a federally funded program helping low to moderate income residents with heating costs during the winter months. This assistance is only for your primary heat source. A list of required documents will be provided at the time you schedule your appointment. The 2024/2025 Annual Income Guidelines for the program are listed below.

Applicants can apply directly to the ACCESS agency by clicking here. For Tolland residents who would like assistance with the application, please contact the Human Services Department at (860) 871-3648 to schedule an appointment. Please let us know if you are unable to make it to our office and we can make special arrangements to help with your application.
