Town Of Trumbull: Work Commences On Residences On Main Housing Development At Mall
Initial work will include clearing and site work. Garden Homes and Rose Equities are developing the property.

The Residences on Main development will begin construction work this week. The 260-unit, market rate, 1- and 2-bedroom apartment complex was approved by the Planning & Zoning Commission in 2020 on a bipartisan basis. The project will be constructed on a 10-acre parcel of land on Main Street, south of the Merritt Parkway, to the front of Westfield Trumbull Mall. The approximately $60,000,000 investment will include a pool, club house, and walking connections to the Mall.

Initial work will include clearing and site work. Garden Homes and Rose Equities are developing the property. In 2018, the 80-acre mall property was rezoned as a mixed-use design district allowing for up to 260 units of housing, as well as the ability to add more entertainment, restaurants, and office uses. Malls that are successfully transforming are mixing uses to create a live, work, play environment. This significant investment has the potential to attract tenants to the mall and help stabilize the property.
Town staff has been closely assessing any service drain impact from the two other developments recently constructed in Trumbull. A moratorium has been in place in order to allow the necessary time to review actual data coming from these developments. The apartments that have been constructed have fit well in our community with little to no impact on services and schools. They are also positive to our grand list that will help keep our property taxes in check. The town projects approximately $1,200,000 in new annual tax revenue from the new apartments near the mall once completed.

The town has also raised funding to embark on a world-class study for the mall area. The study will kick off this winter and will look at the economic analytics, market, and other land use considerations in order to set a comprehensive vision and pathway for the entire area. The mall area is both a challenge and an opportunity. When that study begins, the public will be invited to be involved and contribute ideas and concerns.
