Trumbull Charter Revision Proposals to Focus on Pension Funding and Other Changes

Trumbull voters will have the option to vote on the proposed revisions to the town charter on Election Day.

There will be two questions on the ballot related to proposed revisions. One question deals specifically with pension funding.

The proposed revision would make it so that the town must put in its annual budget 100 percent of the annual required contribution (ARC) amount as determined by town actuaries. Actuaries, considering a number of factors including projected return on investments, determine how much money the town must put into its Town Retirement Plan and Police Retirement Income Plan in order to fully fund the accounts.

The proposal offers a provision where the Board of Finance could recommend less than 100 percent ARC funding, but it requires a unanimous vote of the board followed by at least 18 out of 21 Town Council members voting to fund less than 100 percent.

The other question deals with a broader array of charter changes ranging from language changes to mandated online posting of town meeting agendas/minutes, as well as other issues.
