Sex Assault Defendant Given $500K Bond After Second Arrest

A 21-year-old Vernon man facing seven charges already was given a high bond after allegedly violating a court order, police said.

VERNON, CT — A 21-year-old Vernon man facing seven charges in a sexual assault case was arrested over the weekend for violating a protective order issued for the victim and was being held on a half-million-dollar bond Monday afternoon, police said.

It was less than a week after the arrest of Andy Pho on single counts of sexual assault in the first, third and fourth degrees, two counts of illegal sexual contact with someone younger than 16, second-degree unlawful restraint, and second-degree harassment, according to a report.

The case involves accusations of Pho forcibly touching a 15-year-old girl he had a relationship with, according to an arrest warrant.

Court records indicate he was arrested last Monday, appeared before a judge on Tuesday, was released on a $20,000 surety bond and his case was continued until Oct. 19. A full no-contact protective order had been issued regarding the victim at the proceedings.

At 7:04 p.m. on Saturday, police were dispatched to a Vernon address because Pho had shown up at a home he was prohibited from visiting, according to a report.

Officers found Pho in the backyard of the residence, according to a report.

Pho allegedly sent numerous text messages and made telephone calls prior to arriving at the house and, after showing up, he allegdly tried to enter the residence, according to a report. He is accused of banging on a door and yelling through an open window for the girl to come outside and speak with him, according to a report.

Pho was arrested and charged with two counts of a criminal violation of a protective order, criminal attempt at second-degree burglary, first-degree criminal trespass, second-degree harassment and second-degree breach of peace, a report indicates.

Pho was held on a $500,000 surety bond and remained in custody after his Monday arraignment on that amount, a clerk at the courthouse said. He is due back in court on Oct. 19, a clerk at the courthouse said.
