Twice-Convicted Sex Offender Facing Compliance Charges In Vernon

A man who has been on the Connecticut Sex Offender Registry in two different categories is now facing non-compliance charges in Vernon.

VERNON, CT — A Vernon resident who has been on the state sex offender registry in two different forms has been charged with three counts of failing to notify authorities of a new address.

A warrant was served to Orlando Rivera Thursday at Vernon police headquarters, records show. He is due in court on Sept. 22.

According to a warrant, the 35-year-old Rivera was assigned to the registry for 10 years after a 2003 conviction for risk of injury to a minor "involving contact with the intimate parts of someone younger than 16."

According to both the registry and a warrant, in 2010, three years before he was slated to be removed from the list, Rivera was elevated to lifetime status after another conviction for the same illegal contact charge along with three counts of fourth-degree sexual assault.

Rivera had been living at 21 Linden Place in Vernon, an address listed at "non-compliant" on the registry.

He then turned up at Apartment 47 of 165 South Street in Vernon, according to a warrant, and failure to notify authorities of the address change is a crime.

In Connecticut, failure to register as a sex offender, or to failure to update information on the registry as required, is a class D felony, punishable by up to five years in prison, a fine of up to $5,000, or both.
