Vernon police said they have charged a former resident for failing to register his new address as a sex offender.

VERNON, CT — Vernon police said they have charged a former resident for failing to register his new address as a sex offender.
James Foss was taken into custody at a fast food restaurant on the 300 Block of Hartford Turnpike on Sunday, police said.
He was charged with failing to register as a sex offender in a case involving a minor, police said.

Foss in 1994 was convicted of first-degree sexual assault involving a victim younger than 13. He was released from prison in 2011, according to the state sex offender registry.
He had been living at 173 Talcottville Road in Vernon from 2016 to 2019, according to the registry. He then moved to 1 Taylor Road in Enfield this year, police said.
