Vernon Town Council To Consider Ordinance Allowing School Bus Stop-Arm Cameras

VERNON, CT — The Vernon Town Council Tuesday is scheduled to discuss a proposed ordinance that would allow the town to use camera technology on school buses to ticket drivers who illegally pass stopped buses while children are boarding or exiting.

The proposed ordinance, titled “School Bus Stop Arm Program and Enforcement,” would authorize the creation of a municipal school bus violation enforcement system under state law. Connecticut statutes permit towns to use automated cameras to enforce violations of Section 14-279(a), which requires drivers to stop for school buses displaying flashing red lights and an extended stop arm.

The ordinance cites concerns about reckless and distracted driving and emphasizes protecting school children as a public safety priority. It allows the town to deploy cameras capable of recording video images of violations, including license plate images and data showing the date, time and location of an incident.
Under the proposal, the registered owner of a vehicle would be responsible for a violation if the driver illegally passes a stopped school bus, unless an affidavit is filed as permitted under state law. The enforcement and appeal process would follow procedures outlined in a 2024 state public act and existing Connecticut statutes governing municipal traffic enforcement.

Violations would carry a $250 fine.
The town, or a designated agent, would be authorized to collect the fines, with proceeds credited to Vernon. Revenue could be used to improve public safety, pay a private vendor that installs or operates the camera system, or both.
