Vernon Warrant Describes Paid Sex Between Man And 11-Year-Old Girl

VERNON, CT — A 38-year-old man with ties to both Hartford and the Rockville section of Vernon is in custody on a half-million-dollar bond following his arrest last week on a warrant charging him with sexual assault in connection with an illicit relationship with an 11-year-old Vernon girl.

The nine-page warrant was released Wednesday via a freedom of information request from Patch. It tells the tale of paid sex offers, inappropriate text and phone conversations and sexual encounters at a local park.

The investigation ensued on Sept. 2, when Vernon police went to a residence in the Rockville section of Vernon for what was described as a fight that broke out between a mother and daughter over cell phone use. The girl admitted to police that she had been offered $300 by a man named "Twan" to give him oral sex. The man, whose listed address is in Hartford, was also spending time in Rockville, according to a warrant.

When confronted by her mother, the girl attempted to delete items off her phone, but both the mother and police were able to uncover messages arranging a sexual encounter at "X Park," a code name for Talcott Park in Rockville, according to a warrant. The messages were mostly in text slang on both ends. The mom told police the girl has a history of bad cell phone use, according to a warrant.

The girl said she initially met the man in Rockville after he approached her. She eventually gave him her number, according to a warrant.

The number calling the girl's number was traced to Earnest Davis, who police said has a history of arrests for drug crimes and risk of injury to a child, according to a warrant. When interrogated by police, Davis at first denied any involvement with the girl, but then admitted to conversations with a girl he thought was "17 or 18," according to a warrant.

Regarding one encounter, the two met at the park, sat on a bench and Davis guided the girl through oral sex after counting out a "large sum of cash" in front of her, according to a warrant.

Davis has been charged with first-degree sexual assault, risk of injury to a child, illegal sexual contact with someone younger than 16 and fourth-degree sexual assault. He was arraigned in Rockville Superior Court the day he was served a warrant and remained in custody on the $500,000 bond Wednesday, judicial system records indicate. He is due back in court on Oct. 18, records show.
