WALLINGFORD, CT — Charles Carrozza has been appointed as the town’s new Information Technology Director after spending nearly the past 10 years in the same role in Meriden, Wallingford Mayor Vincent Cervoni announced Thursday.
Carrozza brings more than two decades of experience in information technology, cybersecurity, and municipal systems management to Wallingford, according to Cervoni.
“We are excited to welcome Mr. Carrozza to Wallingford,” Cervoni said. “His extensive experience in municipal IT leadership, combined with his strong background in cybersecurity and innovation will be instrumental in advancing the town’s technology capabilities and supporting our community.”
In Meriden, Carrozza led the development and implementation of multi-year technology strategies designed to improve operational efficiency, enhance cybersecurity, and modernize municipal services.
During his tenure, he “successfully deployed a comprehensive remote work infrastructure to ensure the continuity of government operations during the COVID-19 pandemic, and implemented technology-driven improvements that substantially increased departmental efficiency,” according to a news release from the mayor’s office.

Carrozza brings a proven track record of steady, strategic leadership during critical IT challenges, most notably his role in helping guide the City of Meriden through a cyber incident. During that event, Carrozza emphasized a careful, methodical recovery process – prioritizing security validation at every stage to ensure a successful restoration of critical infrastructure. His disciplined approach underscored the importance of patience and precision in the face of complex cyber disruptions, helping municipal operations return to stability while maintaining public trust.
In his new role, Carrozza will oversee the Town’s technology infrastructure, cybersecurity initiatives, and IT operations, supporting critical services across all municipal departments, including public safety, public works, and administrative functions.
Prior to his work in Meriden, Carrozza served as Information Technology Manager and Director for the Town of Hamden for nearly 10 years, where he managed network systems, led IT staff development, and strengthened cybersecurity and communication systems for emergency services. His experience also includes work with public school systems, further expanding his expertise in managing complex IT environments.
Carrozza holds a Bachelor’s Degree in Business with a focus on Computer Information Systems Management from Quinnipiac University. He has earned multiple professional certifications in networking and cybersecurity and is an active member of several state and national cybersecurity and municipal technology organizations.
