Wallingford Police Blotter: March 9 Through March 19, 2023

Recent arrests by the Wallingford Police Department. All charges are allegations and not convictions.

WALLINGFORD, CT — The following information has been provided by the Wallingford Police Department and does not indicate convictions:

William C. Allen, 42, of Cheshire, was arrested March 9 on a charge of sixth-degree larceny. He was released on a promise to appear in court on May 4, according to state judicial records.

David A. Lapp, 64, of Wallingford, was arrested March 10 on a charge of operating under the influence of alcohol/drugs. He was released after posting a $2,500 bond with a court date of April 21.

Daryl A. Kelman, 53, of Wallingford, was arrested March 10 on a charge of second-degree threatening. He was released on a promise to appear in court on May 1.

Jennifer Powers, 37, of Wallingford, was arrested March 11 on a charge of violation of protective order. She was released after posting a $1,500 bond with a court date of May 18.

Manuel Q. Rivera, 51, of New Haven, was arrested March 12 on a charge of fourth-degree larceny. He was released after posting a $1,500 bond with a court date of April 24.

James Thompson, 34, of Wallingford, was arrested March 14 on a charge of sixth-degree larceny. He was released on a promise to appear in court on May 10.

Daniel J. Hager-Barbary, 21, of Wallingford, was arrested March 14 on charges of illegal possession of weapon in motor vehicle, second-degree forgery, carrying pistol without permit, stealing firearm, and possession of controlled substance – first offense. He was released after posting a $25,000 bond with a court date of April 12.

Jose Armando-Bravo, 21, was arrested March 15 on a charge of sixth-degree larceny. He was released after posting a $5,000 bond with a court date of April 19.

Patricia E. Hinkley, 70, of Meriden, was arrested March 17 on charges of first-degree larceny, payment card fraud, and first-degree identity theft. She was released after posting a $15,000 bond with a court date of May 2.

Eleazar R. Castaneda, 18, of Meriden, was arrested March 18 on charges of operating under the influence of alcohol/drugs, possession of alcohol by minor on public street/highway, possession of cannabis plant less than 5 ounces, speeding, and operating without a license. He was released after posting a $1,000 bond with a court date of March 31.

Conner Early, 31, of Meriden, was arrested March 19 on charges of operating under the influence of alcohol/drugs, possession of hallucinogens with intent to sell, operating an unregistered motor vehicle and traffic control signals. He was released after posting a $1,500 bond with a court date of March 31.

Carl J. Washburn, 67, of Wallingford, was arrested March 19 on a charge of illegal discharge of firearm. He was released on a promise to appear in court on April 10.

Jose Manuel Figueroa, 35, of Meriden, was arrested March 19 on charges of criminal impersonation and interfering with officer/resisting. He was released after posting a $12,000 bond with a court date of March 31.
