Waterford Harbor Commission Reviews Dock Project, Plans Harbor Management Update

WATERFORD, CT — The Harbor Management Commission determined that a proposed dock restoration project at a Shore Road residence is consistent with the town's Harbor Management Plan and discussed updating the plan's maps and guidance during its July 1 meeting.

Commission members reviewed a Connecticut Department of Energy and Environmental Protection permit for dock restoration at 54 Shore Road. After discussing the proposal, the commission reached a consensus that the work is consistent with the Harbor Management Plan and would not interfere with harbor management activities.

Chairman John Hughes also updated the commission on a July 2 meeting with Three Belles concerning the group's "Save the River, Save the Hills" initiative, which includes a proposal for an interactive kayak trail with map stations.

Hughes said he and Harbor Master David Crocker planned to attend the meeting. He noted that riparian rights along the Waterford side of the river could limit some of the requested access, while the East Lyme shoreline may offer more opportunities. Hughes said he would report back to the commission following the meeting.

The commission also reviewed progress on the town's 2026 mooring program. Hughes reported that 144 applicants had paid for moorings, with 124 applications approved. He said 25 people who held moorings during the previous season had not yet submitted applications for 2026 and would receive reminder emails. Hughes described the application process as proceeding smoothly.

Members also discussed updating the Harbor Management Plan, agreeing that revised maps and clearer information should be developed while maintaining compliance with state and federal regulations. Commissioners said they plan to work with the town attorney during the fall and winter and review harbor management plans from neighboring communities as part of the update process.

Hughes said he plans to represent the commission in the Waterford Parade on Aug. 8 and encouraged other commissioners to participate. Commissioners also discussed the Harbor Master's boat, which is now in the water for the season. Commissioner Richard Jamroga suggested commission members periodically use the boat to maintain a visible presence on the water.
