Waterford Selectmen Approve $200K Water Reserve, Parks Purchases And DOT Agreement

WATERFORD, CT — The Board of Selectmen unanimously approved a $200,000 appropriation for an emergency water system reserve and authorized agreements involving parks operations and state transportation projects during its Aug. 18 meeting.

The board also voted 2-1 to declare a 2016 Toro mower surplus, with Selectman Greg Attanasio opposing the action. First Selectman Robert Brule and Selectman Rich Muckle supported it.

Brule, Muckle and Attanasio attended the 5 p.m. meeting at Town Hall. No members of the public spoke during the public comment period.

$200,000 approved for emergency water reserve

Selectmen voted 3-0 to approve a request from Utility Director Jill Stevens for an additional $200,000 appropriation for a new Water Distribution System Emergency Capital Reserve for fiscal 2027.

The money was identified in the town's general fund balance, according to the meeting minutes. Muckle made the motion, which Attanasio seconded.

Split vote on surplus mower

The board divided over a request from Recreation and Parks to declare a 2016 Toro Groundsmaster 10-foot mower surplus.

The equipment had 1,997 engine hours. The town's meeting record states that the mower had outlived its usefulness to Waterford and had been replaced under the town's Fleet Management Plan.

The board approved the recommendation from Purchasing Agent Shea Davy to dispose of the equipment on behalf of the Recreation and Parks director.

Brule and Muckle voted in favor, while Attanasio voted against the measure.

Parks contract, DOT agreement approved

Selectmen also voted unanimously to award a fiscal 2027 contract for grass seed and fertilizers to Tom Irwin Inc. through a cooperative purchasing agreement.

The contract is associated with Capitol Region Council of Governments Bid No. 789, according to the minutes. The meeting record does not list a dollar amount for the contract.

In another 3-0 vote, the board authorized Brule to sign a Connecticut Department of Transportation Master Municipal Agreement for Rights of Way Projects on behalf of the Board of Selectmen.

Board receives Flock camera correspondence

Under correspondence, the board recorded receiving a communication concerning Flock Safety cameras from an anonymous sender.

Selectmen unanimously approved a consent agenda that included a $5,952.83 tax refund and the minutes of the board's Aug. 4 regular meeting.

The meeting adjourned at 5:36 p.m.
