WATERFORD, CT — Proposed sewer rates and 2027 beach fees are before the Representative Town Meeting this week, the Board of Selectmen takes up winter road salt and a school boiler, and Harvest Fest returns to Waterford Beach Park on Saturday.

1. RTM Takes Up Sewer Rates, 2027 Beach Fees
When: Monday, Oct. 5, 7 p.m.
Where: Town Hall, 15 Rope Ferry Road
What to know: The Representative Town Meeting will hear a sewer rate study presentation from the Utility Commission and its consultant, Raftelis. It will then act on the commission's proposed quarterly sewer rates, effective Jan. 1, 2027: a facility service charge of $43.20 per equivalent dwelling unit plus a consumption charge of $5.81 per 100 cubic feet. According to the agenda, the rates are meant to move the Utility Commission toward financial self-sufficiency. The RTM will also vote on the Recreation and Parks Commission's proposed 2027 beach fee schedule, which the agenda says is meant to cover annual cost increases. Other items include moving $200,000 into a new emergency capital reserve for the water distribution system, and two extra Board of Assessment Appeals members to help with hearings on the 2026 revaluation.

2. Selectmen Weigh $191,960 Road Salt Contract, School Boiler
When: Tuesday, Oct. 6, 5 p.m.
Where: Town Hall Auditorium, 15 Rope Ferry Road
What to know: The Board of Selectmen will consider awarding Morton Salt a $191,960 contract for treated road salt through cooperative purchasing. It will also consider a $65,707 contract with BMP Construction for a boiler replacement at Friendship School and a $55,050 bid from Butler Company for seasonal mowing of the Waterford landfill. The board will take up a $26,700 request for new blinds at the Community Center and an $89,636 transfer to cover payroll overages and unexpected electrical increases in fiscal 2026. Both of those would go on to the Board of Finance if approved. The agenda also lists appointments to the Recreation and Parks Commission and the Youth and Family Services Board.

3. Harvest Fest Returns To Waterford Beach Park
When: Saturday, Oct. 10, 10 a.m. to 2 p.m.
Where: Waterford Beach Park, 305 Great Neck Road
What to know: Recreation and Parks' annual Harvest Fest features Touch-a-Truck, pumpkin painting, safety exhibitions and helmet giveaways, a farmers market, craft and food vendors, games and contests, according to the town. A free live concert runs from noon to 2 p.m. The town said the band would be announced later.

4. Red Cross Blood Drive At Town Hall
When: Friday, Oct. 9, noon to 5 p.m.
Where: Town Hall Auditorium, 15 Rope Ferry Road
What to know: The American Red Cross is holding a blood drive in the Town Hall auditorium. To schedule an appointment, call 1-800-733-2767 or visit RedCrossBlood.org and enter "WaterfordCT." Donors who give blood between Sept. 21 and Oct. 18 get a $15 e-gift card, according to the town's notice.

5. Hydrant Flushing Continues Along Boston Post Road, Quaker Hill
When: Through December
Where: Boston Post Road and areas north, including Quaker Hill and Cohanzie
What to know: Water main flushing and fire hydrant inspections began Oct. 1. In October and November, the work covers Boston Post Road and the areas north of it, according to the town. Workers will be along the roads, and signs will mark active flushing areas. Residents may notice discolored water or lower water pressure. If the water is discolored, run the cold tap for five to 10 minutes. If that doesn't clear it, shut the water off for 10 to 20 minutes and try again. If the problem continues, call 860-447-5222 between 8:30 a.m. and 4 p.m. on weekdays.
