The National Weather Service reported that several roads were closed in Hartford, including sections of Albany Avenue, Laurel Street and Farmington Avenue. Homes in Simsbury and Bristol have experienced basement flooding, and the St. Francis Hospital in Hartford is also experiencing flooding in its basement. Excessive runoff has led to sharp rises on the Farmington and Quinnipiac Rivers, and on the North Branch of the Park River in Hartford. Between 1.5 and 3.5 inches of rain have fallen in northern parts of the state.
Areas in eastern Connecticut saw considerably less rain from the remnants of Fred.
