Waterford RTM To Consider Utility Funding, Youth Services Donation

WATERFORD, CT — The Waterford Representative Town Meeting is scheduled to consider funding requests for sewer and water infrastructure projects, accept a $15,000 donation for Youth & Family Services and refer proposed public comment guidelines to the Education Committee when it meets Monday, Aug. 3.

The meeting will begin at 7 p.m. at Waterford Town Hall. Representatives are also scheduled to consider approval of the minutes from the June 1 regular meeting and receive correspondence, public comment, committee reports and liaison updates before taking up new business.

Among the agenda items is a request from Finance Director Kim Allen to accept and deposit a $15,000 contribution from the Gardiner Family Foundation into the town's Contributed Gifts Fund for use by the Youth & Family Services Department. According to supporting documents, the donation will be used for department needs as determined by the Human Services director.

The RTM is also scheduled to consider two Board of Finance recommendations related to Utility Commission projects. One would appropriate $100,000 from a designated reserve for the Cross Country Sewer Main Access project, allowing the Utility Commission to begin the second phase of restoring or creating access routes to cross-country sewer mains. Supporting documents state the work is intended to improve access for inspections, maintenance and emergency repairs to sewer infrastructure located in heavily wooded easement areas.

A second recommendation would transfer $45,671 from a designated reserve to support the town's Water Tank Management program. According to the Utility Commission, the funding would allow the town to continue a scheduled maintenance program for the 750,000-gallon Fargo Road water tank, the first step in a long-term maintenance plan for all three municipal water storage tanks.

Representatives are also scheduled to consider a recommendation from the Legislation and Administration Committee to take no action on a proposed Public Comment Ordinance. Instead, the committee recommends referring the matter to the Education Committee to develop public comment guidelines and a process for informing town-appointed and elected board and commission chairs, as well as the public, about those guidelines.

Following completion of the scheduled business, the RTM will take up any new business before adjournment.
