WEST HARTFORD, CT — A Hartford man with a history of arrests has been charged with exposing himself to a 17-year-old girl at the Noah Webster Library in West Hartford on Tuesday evening.

Police responded to the scene at about 8:30 p.m. after a teen reported that she was inside the library when a man began hovering around her and acting strange.

She told police the man continued to bother her although she ignored him and he then “fully exposed his genitals to her while making lewd movements,” according to the police report.
