Two Arrests Made at UHart; DUI and Drug Charges Follow Moving Violations

Arrest log for March 28-April 3

39 Foley Street: Nicholas L. Simmons, 19, 39 Foley Street, was charged with failure to pay or plead on March 28. Police said he was taken into custody on an outstanding warrant for failure to respond to an infraction. Bond was set at $1,500.

I-84 East/Prospect Avenue: Brian Scanlon, 38, 123 Pinehurst Street, Westfield, MA, was charged with failure to wear seat belt, illegal possession, possession of drug paraphernalia and weapons in a motor vehicle on March 28. Police said following a motor vehicle stop, Scanlon was found to be in possession of heroin and an unregistered gun. Bond was set at $250,000.

I-84 East/Prospect Avenue: Tito Pacheco, 29, 20 Margarie Street, Westfield, MA, was charged with illegal possession, possession of drug paraphernalia and weapons in motor vehicle on March 28. Police said he was found to be in possession of heroin and an unregistered gun following a motor vehicle stop. No bond was set.

Farmington: Bruce S. Dean, 44, 127 Rhoda Lane, Bristol, was charged with sixth-degree larceny on March 29. Police said he was arrested by Farmington police for interfering with a police investigation. After his arrest, it was determined there was an outstanding warrant. Bond was set at $2,500.

West Hartford: Brooke L. Eisenberg, 18, 9 Fenton Drive, Short Hills, NJ, was charged with illegal possession near a school, illegal possession of marijuana, illegal possession, sixth-degree larceny, two counts of possession of a controlled substance, possession of drug paraphernalia and possession of alcohol by a minor on March 29. Police said Eisenberg is a student at the University of Hartford and was found to have narcotics and alcohol in her room. Bond was set at $5,000.

West Hartford: Ronald M. Batson, 25, 20 May Street, Apt. 204 Hartford, was charged with criminal attempt, second-degree forgery and second-degree larceny on March 29. No bond was set.

103 Hillcrest Avenue: Mario Mercado, 26, 3 Warner Street Ext., Hartford, was charged with third-degree assault, disorderly conduct, injury/risk/impairing morals of a minor and threatening on March 29. Police said he was arrested on a warrant for a domestic issue with his wife. Bond was set at $50,000.

103 Raymond Road: Michael Brown, 21, 69 Gillett Street, Apt. A219 Hartford, was charged with illegal possession on March 29. Bond was set at $5,000.

New Park Avenue/Flatbush Avenue: Michael Lanier, 50, 79 High Street, Manchester, was charged with failure to drive in proper lane and operating while under the influence on March 30. Bond was set at $2,500.

2900 Albany Avenue: Andre E. Worrell, 29, 110 Kane Street, Apt. A6, was charged with illegal possession and possession of drug paraphernalia on March 30. Bond was set at $2,500.

45 South Main Street: Jose L. Cordero, 24, 170 Nelson Street, Apt. 19 Hartford, was charged with first-degree criminal trespass on March 30. Police said he was arrested at 45 S. Main Street, for trespassing, which police said is an ongoing occurrence at this address. Bond was set at $25,000.

246 Prospect Avenue: William B. Johnson, 41, 14 Clemens Court, Rocky Hill, was charged with operating a motor vehicle while using a cell phone and possession of drug paraphernalia on March 30. Police said he was stopped on a motor vehicle violation while en route to the Kane Street Plaza to purchase two bags of heroin. Bond was set at $2,500.

Park Road/Prospect Avenue: Edwin Lopez, 43, 370 Wethersfield Avenue, Hartford, was charged with failure to display plate/sticker, illegal possession, misuse of plate, no insurance, operating with registration/license/suspended/revoked, operating an unregistered motor vehicle and possession of drug paraphernalia on March 30. Police said following a motor vehicle stop, Lopez was arrested for narcotics charges after it was determined that he was attempting to sell two bags of heroin at the Kane Street Plaza. The heroin was not located, but several small pieces of crack cocaine were located, according to police. Bond was set at $30,000.

2900 Albany Avenue: Christopher Glenn, 26, 336 Boston Neck Road, Suffield, was charged with illegal possession and illegible plate on March 30. Bond was set at $2,500.

West Hartford: Quincy Thomas, 33, 132 Adams Street, Hartford, was charged with criminal impersonation, second-degree forgery and interfering with an officer on March 30. Police said during a motor vehicle stop, Thomas provided a fake ID and gave a false name. Further investigation revealed he had an arrest warrant for possession of cocaine. Bond was set at $10,000.

Prospect Avenue/Park Road: Gregory Bendas, 40, 3 Butternut Drive, Unionville, was charged with operating with registration/license/suspended/revoked, illegible plate, possession of drug paraphernalia and weapons in motor vehicle on March 30. Police said following a motor vehicle stop, Bendas was found to be in possession of a nine-inch knife and crack cocaine pipe. Bond was set at $2,500. 

1045 Farmington Avenue: Jon T. Bosco, 18, 1045 Farmington Avenue, was charged with third-degree assault and disorderly conduct on March 31. Police said he was involved in a physical altercation with his 16-year-old brother which resulted in injuries to both. Bond was set at $500.

 103 Raymond Road: Gloria Santiago, 24, 30 Mapleton Street, Hartford, was charged with first-degree failure to appear on March 31. Bond was set at $2,500.

Hartford Correction Center: Omar S. Mitchell, 36, 58 Ashford Street, Hartford, was charged with disobeying an order of an officer, failure to display plate/sticker, failure to obey control signal, interfering with an officer, no insurance and second-degree reckless endangerment on March 31. Police said he was arrested based on a warrant by West Hartford police. Bond was set at $500.

West Hartford: Willie L. Brown, 38, 115 South Main Street, Apt. A1, was charged with sixth-degree larceny on March 31. Police said he shoplifted $169.40 in merchandise from the CVS Pharmacy on the Boulevard. Bond was set at $2,500.

West Hartford: Jesus A. Vargas, 33, 60 Wadsworth Street, Hartford, was charged with violation of probation on April 1. Bond was set at $50,000.

West Hartford: Yadira Rodriguez, 34, 43 Colonial Street, Hartford, was charged with improper parking and operating while under the influence on April 1. Police said she was arrested for DUI after stopping her vehicle at a green light at an intersection. Bond was set at $1,000.

West Hartford: Yevgenia Astistov, 24, 63 Anawar Street, Hartford, was charged with second-degree breach of peace on April 1. Police said she was involved in a dispute with a city bus driver. Bond was set at $2,500.

Burlington: Steve D. Wade, 33, 11 Cobblestone Road, was charged with issuing a bad check on April 1. Police said he was arrested by Burlington police on a West Hartford arrest warrant. No bond was set.

103 Raymond Road: Ismael Garcia, 33, 14 Kelso Avenue, West Springfield, MA, was charged with second-degree failure to appear on April 1. Police said he turned himself in on an outstanding warrant and that the initial charge was sixth-degree larceny. Bond was set at $3,000.

New Britain Avenue/Abbotsford Avenue: Christian J. Wilson, 21, 949 Pleasant Valley Road, South Windsor, was charged with illegal possession of marijuana on April 1. Bond was set at $5,000.

West Hartford: Michael Papazian, 28, 53 Elaine Drive, Bristol, was charged with illegal possession of marijuana, possession of drug paraphernalia, and restricted turns fail signal on April 1. Bond was set at $2,500.

Park Road/Overbrook Road: Brandon S. Rousseau, 37, 37 Bigelow Avenue, Enfield, was charged with failure to drive right and operating while under the influence on April 2. Bond was set at $500.

West Hartford: Liza Reagan, 24, 179 South Road, Farmington, was charged with failure to have tail lamps, operating while under the influence and violations concerning signal device on April 2. Bond was set at $500.

966 Farmington Avenue: James Steven Delgado, 25, 60 Sexton Street Apt. 2N, New Britain, was charged with illegal manufacture, distribution, sale of prescription drugs, illegal possession near a school, illegal possession of marijuana and operating with registration/license/suspended/revoked on April 2. Bond was set at $10,000.

South Quaker Lane/Seymour Avenue: Phillip M. Isner, 25, 25 Riverview, Avon, was charged with failure to grant right of way on a left turn and operating while under the influence on April 3.  Bond was set at $500.

Farmington Avenue/Ardmore Road: Leszek Paszkowski, 29, 126 Smith Street, Apt. 3S, New Britain, was charged with failure to drive in proper lane, failure to obey control signal and operating while under the influence on April 3. Bond was set at $500.

West Hartford: Joshua Persaud, 25, 330 Laurel Street, Apt. 206, Hartford, was charged with driving in right hand lane and operating while under the influence on April 3. Bond was set at $500.

200 Bloomfield Avenue: Ricardo Lawson, 19, 200 Bloomfield Avenue, Apt. 102E, was charged with second-degree breach of peace and third-degree criminal mischief on April 3. Police said he was arrested after an altercation with University of Hartford security officers. Bond was set at $2,500.

Prospect Avenue/Sycamore Lane: Yesenia Ocasio, 38, 84 Garvan Street, East Hartford, was charged with failure to drive right and operating while under the influence on April 3. Bond was set at $500.

1078 New Britain Avenue: Elijah Rogers, 20, 1078 New Britain Avenue Apt. 317, was charged with second-degree criminal mischief, first-degree criminal trespass, illegal possession of marijuana and illegal possession on April 3. Police said he was arrested for kicking in his girlfriend’s house to use the phone while she was not home. When she returned home, he refused to leave despite being told numerous times to do so. Police also said he was found to be in possession of marijuana and marijuana laced with PCP. Bond was set at $50,000.

West Hartford: Leigh H. Zilinsky, 42, 36 Knoll Lane, Weatogue, was charged with two counts of sixth-degree larceny on April 3. Police said she was caught shoplifting at Sephora. Bond was set at $500.

46 Kane Street: Krista Legnani, 40, 136 Center Street, Apt. 1R, Southington, was charged with possession of drug paraphernalia and second-degree failure to appear on April 3. Police said she had a previous warrant and was found to be in possession of three crack cocaine pipes. Bond was set at $26,000.
