West Hartford Resident Named New CT Claims Commissioner

WEST HARTFORD, CT – West Hartford’s Christy Scott was appointed by Gov. Dannel P. Malloy Friday as the state’s new Claims Commissioner.

Scott will succeed J. Paul Vance Jr., who resigned from the position last month.

“The Claims Commissioner serves a critical role for our state’s residents, and is responsible for ensuring a thoughtful, reasoned and fair process for those bringing claims against the state,” Malloy said in a statement. “I am pleased that Christy has accepted this appointment and look forward to having her serve in this role.”

The Office of the Claims Commissioner is responsible for reviewing claims brought against the state to determine whether the state should be held liable in legal actions.

“I am honored to receive this appointment and express my sincere gratitude for the confidence Governor Malloy has placed in nominating me to this position,” Scott said. “The function this office provides requires a careful, meticulous process that demands fairness, competence, ethics and respect for the people of Connecticut. I am truly humbled by this nomination.”

Scott is an attorney in the Connecticut General Assembly’s House Majority Office, where she has served since 2007, advising the Speaker of the House and House Majority Leader on issues such as constitutional law, parliamentary procedure, ethics and elections law, review of pending legislation, and other legal matters.

Prior to that, she served as a law clerk in the Connecticut Supreme Court, worked as an English teacher in Farmington High School, and served as Managing Director and Legal Counsel in the state’s Office of the Child Advocate.

Scott received a B.A. from Smith College and a J.D. from the University of Connecticut School of Law.
