WEST HAVEN, CT — West Haven City Clerk Deborah Collins presents a “No. 1” dog tag and a gift basket stuffed with dog toys and treats to Shannon Hoey, 13, and her 1-year-old terrier mix, Maddie, on Tuesday at City Hall for winning the second Dog Contest.
