New Details, IDs Released In Officer-Involved Shooting In West Haven

A 33-year-old man was fatally shot by police, after he had shot another officer in the leg, according to the CT Office of Inspector General.

WEST HAVEN, CT — The 33-year-old African-American man fatally shot by a West Haven police officer on Friday has been identified by the Connecticut Office of Inspector General.

Javon Washington was provided medical aid by officers after the 1:55 a.m. shooting, before Emergency Medical Services arrived and transported him to Yale New Haven Hospital where he was pronounced dead.

Before he was fatally shot by West Haven Police Officer Alex Triscritti, Washington fired a shot at Officer Cody Bacon, striking him in the leg, according to the Inspector General's office.

The incident was described by the IG's office as follows:

On December 1, 2023, at approximately 1:55 a.m., West Haven police officers were dispatched to 296 Terrace Avenue, Apartment C2, West Haven, Connecticut on a domestic violence complaint. At that location, the police spoke to the complainant who reported that Jovan Washington had attempted to strangle her and would not let her leave the apartment. Police went to a bedroom in the apartment and spoke to Jovan Washington, who was in bed. Officer Cody Bacon informed Washington that he was going to be taken into custody and asked him if he wanted to put on a pair of pants. Washington got out of bed and was moving toward a closet when he suddenly turned and reached under the mattress for a gun. A struggle ensued during which Washington fired one shot striking Officer Bacon in the leg. Officer Alex Triscritti then fired multiple shots striking Washington.

The state's Chief Medical Examiner determined Washington's cause of death was "gunshot wounds of torso and extremities," and the manner of death was homicide.

"The Office of Inspector General, the Department of Emergency Services and Public Protection, Connecticut State Police Central District Major Crime Squad, the West Haven Police Department, and the Ansonia-Milford Judicial District State’s Attorney’s Office are conducting the investigation," authorities said.
