Westport Man Accused Of Strangulation, Assault After Disturbance: Police

WESTPORT, CT — Westport police charged a 28-year-old local man with multiple offenses after officers responding to a reported disturbance last month said they found him restraining a victim inside a local residence.

According to Lt. Anthony Prezioso, officers responded to the home on the afternoon of July 31, after an uninvolved witness reported hearing someone repeatedly screaming for help.

When officers arrived, they said they saw Tae Juan Foskey pinning the victim on a couch with his hands around the victim’s throat. Foskey did not comply with officers’ initial commands to show his hands and disengage, according to police, and continued using his forearm to pin the victim.

Police said Foskey physically resisted officers as they attempted to handcuff and detain him.

Investigators determined the incident began as a verbal argument and became physical when Foskey slapped the victim, according to police. Five juveniles of various ages were present, witnessed the incident or both, police said.

Police said computer checks showed multiple active court orders of protection naming the victim and children as protected parties. Investigators determined Foskey violated the conditions of those orders during the incident.

Foskey was taken into custody and charged with five counts of risk of injury to a child, interfering with an officer, disorderly conduct, seven counts of violation of a criminal protective order, third-degree assault, second-degree strangulation and second-degree unlawful restraint, according to police.

Foskey's bond was set at $150,000, and he remains in custody. His next scheduled court date in Stamford Superior Court is set for Sept. 17.
