WINDSOR, CT — Windsor households could face higher MDC bills next year, while the town's separate sewer assessment would rise by more than $538,000 under the district's proposed 2027 budget.
The Metropolitan District's budget presentation projects a residential customer's total bill rising from about $101.40 to $110.88 a month — roughly $114 more a year, or 9.35 percent — in its example using about 100 hundred-cubic-foot units of water annually.
That example includes water use, the Clean Water Project charge and monthly water and sewer service fees. Actual bills depend on consumption and applicable charges. themdc.org
Residents can comment at a public hearing Monday, Nov. 9, at 5:30 p.m. in the MDC boardroom at 555 Main St., Hartford. The budget and rates have not been adopted.
Windsor's annual sewer assessment would increase from $4,862,485 to $5,400,609, a $538,124 increase, or 11.07 percent, according to the district's proposed operating budget. themdc.org
"The town's sewer assessment is projected to increase $538,000 as currently reflected in the MDC proposed budget," Windsor's Nov. 2 town manager's report states. November 2, 2026

The town assessment is separate from a household's MDC bill. The district bills its eight member towns for much of its sewer service, with those costs recovered through property taxes. Town shares are based on their average property tax receipts over three years. An 11.07 percent increase in Windsor's assessment does not mean an equivalent increase in residents' property tax bills. The proposed rate schedule would raise the water-use charge from $3.91 to $4.06 per hundred cubic feet, or about 748 gallons. The monthly water service charge for a typical residential meter would rise from $15.73 to $16.84, and the monthly sewer service charge would rise from $12.50 to $16.84.
The Clean Water Project charge would increase from $4.87 to $5.20 per hundred cubic feet. Proposed rates would take effect Jan. 1, 2027, if approved. themdc.org
Windsor's report says the overall sewer budget would grow by just under 6 percent, with nearly half that increase tied to the first year of operating the new South Hartford Storage Tunnel and Pump Station. November 2, 2026
The hearing notice allows remote participation and written comments. Residents can email DistrictClerk@themdc.com before the hearing; submitting written comments does not prevent someone from also speaking. Remote access details and budget materials are available on the MDC website.
The District Board is scheduled to consider adopting the budget Dec. 7. themdc.org
