Report: Motorist Alerts Police to Windsor Resident and a Friend Seemingly Shooting Up While Driving
A collection of drugs was located in the car, police said.

VERNON, CT β Two people are facing drug charges after a passing motorist saw them apparently shooting up while driving, according to police reports.
James Russell, 27, of Windsor, and Alexandra Low, 29, of Longmeadow, MA, were charged with the illegal possession of narcotics and the use of drug paraphernalia for the Monday evening incident, according to police reports. They were to appear in court Tuesday, police said.
An officer was on patrol at 6:14 p.m. on Talcottville Road when he responded to a report about a suspicious vehicle, according to police reports. A passing motorist reported seeing a green Honda pass by with its occupants seemingly using a needle, according to police reports.

The car was located in the McDonald's parking lot near Vernon Circle, according to a police report.
A search of the vehicle yielded four crack pipes, copper mesh, more than 15 syringes and "at least" 200 empty heroin bags, police said. The pipes tested positive for cocaine, according to police reports.
