Windsor Company To Pay $2.58 Million In PPP Loan Settlement

WINDSOR, CT — A Windsor company has agreed to pay $2.58 million to settle federal allegations that it was ineligible for a pandemic-era Paycheck Protection Program loan, the U.S. Attorney’s Office announced Friday.

Fabbrica LLC, which produces building façade systems, received a $2 million second-draw PPP loan in 2021. Federal prosecutors allege the company certified that it had fewer than 300 employees, a requirement for that round of loans.

According to prosecutors, Fabbrica and its foreign affiliates collectively employed more than 300 people at the time. The company, which has its principal place of business in Windsor, is an indirect subsidiary of a global construction company headquartered in Italy.

The $2,581,250 settlement resolves allegations brought under the False Claims Act. The allegations were not findings by a court.

Fabbrica’s settlement was among five announced Friday by the Connecticut U.S. Attorney’s Office. Together, the agreements total more than $9.2 million and involve allegations concerning PPP loan applications or forgiveness requests.
