Windsor Man Breaks into Home, Impersonates Cop: Report

MANCHESTER, CT — A Windsor man accused of invading a Manchester home while pretending to be a cop on a drug raid had his bond reduced from $250,000 to $25,000 and is now free while awaiting a July 5 court arraignment, police and judicial system records show.

Thurlow Peay, 46, of Windsor, was taken into custody at 11:44 p.m. Friday after he fled from a Garden Street home and officers subdued him with a Taser, according to a police report released Monday.

He had entered the home through a window and yelled, "Manchester police ... Where is the money? ... Where is the Drugs," according to a police report.

He told a resident to put his arms behind his back. The resident told police he saw a plastic bag in Peay's hand that seemed to contain crack cocaine. Peay said he was going to plant in the house so the residents are "put in jail," according to a police report.

When Peay realized Manchester cops were at the scene, he ran out the back door, according to a police report.

He was then chased, down, stunned with the Taser and handcuffed, according to a report.

Peay was charged with:

• Home invasion
• Impersonating an officer
• Risk of injury to a child
• Third-degree criminal mischief
• Sixth-degree larceny
• Interfering
• Second-degree breach of peace

Among the items confiscated at the scene were $138 Peay allegedly stole from the home and a knife, according to a police report.
