Windsor Man Pleads Guilty In Fentanyl, Heroin Overdose Case
A Windsor man pleaded guilty to drug trafficking charges Thursday.

WINDSOR, CT - A Windsor man pleaded guilty to federal charges that he distributed heroin and fentanyl that resulted in an overdose death. Timothy Charlemagne, 42, of Windsor, pleaded guilty to one count of possession with intent to distribute and distribution of controlled substances, according to a statement from US Attorney for the District of Connecticut John Durham.
Charlemagne allegedly sold heroin and fentanyl in 2015 to an Enfield individual who later died of an overdose. Investigators found 30 empty wax folds from where the victim was found, along with the victim's cellphone which, along with witness interviews, confirmed Charlemagne sold the victim drugs shortly before the victim's death.
Charlemagne has been detained since a 2017 arrest and will be sentenced in November. He faces a maximum imprisonment of 20 years.

The investigation is part of an ongoing statewide initiative targeting narcotics dealers who distribute heroin, fentanyl or opioids that cause death or serious injury to users.
This case is being investigated by the Drug Enforcement Administration, Enfield Police Department, Windsor Police Department, Hartford Police Department and Connecticut’s Office of Adult Probation. The case is being prosecuted by Assistant U.S. Attorney Jocelyn Courtney Kaoutzanis.
