Budget Questions Head To Windsor Locks Voters

Residents will decide three budget questions Tuesday, including operating, TIF and capital spending.

WINDSOR LOCKS, CT — Windsor Locks voters will decide the town’s next budget plan Tuesday.

The referendum is scheduled for noon to 8 p.m. Tuesday, June 2, at the town’s normal voting locations. District 60 voters cast ballots at Windsor Locks High School, 58 South Elm St., and District 61 voters cast ballots at Windsor Locks Mario Gatti Town Hall, 50 Church St., according to the town.

The ballot includes three separate yes-or-no questions. Voters will decide whether to approve the town operating budget of $66,258,350, the Tax Increment Financing District budget of $489,171 and the capital budget of $127,552 for the fiscal year running July 1, 2026, through June 30, 2027.

The operating budget recommended by the Board of Finance includes $35,879,328 for the Board of Education and $30,379,022 in town government spending. Town-side spending includes employee benefits and insurance, public safety, debt service, public works and general government.

Town budget documents list a proposed mill rate of 23.09. The current 2025-26 mill rate is 23.99, according to town records.

The capital budget question totals $127,552. Town budget documents say the capital funding reflects use of reserves, or fund balance, and that the use of fund balance is one-time funding from existing reserves that does not require an increase in property taxes.

The TIF budget question totals $489,171. Town budget documents list that amount for the Downtown TIF District, with no proposed revenue or spending listed for Champion’s Landing East or Champion’s Landing West.

The vote follows the May 19 annual budget meeting process. The town previously posted that, if a referendum was called, the town meeting would be adjourned until the date of the vote.
