Windsor Locks opens its new train station and breaks ground on Main Street housing; East Windsor starts capital planning.

WINDSOR LOCKS-EAST WINDSOR, CT — Windsor Locks celebrates the opening of its new train station and breaks ground on a transit-oriented development on Main Street on Tuesday, and East Windsor's Capital Improvement Planning Committee starts work on next year's project list.

1. New Train Station Opens; Main Street Groundbreaking
When: Tuesday, Oct. 13, starting 9:30 a.m.
Where: Main Street, 255 Main St., Windsor Locks
What to know: The town will hold a ribbon cutting at the historic train station at 9:30 a.m., a press conference with state and federal officials for the new train station's opening at 10, a meet-and-greet at 10:30, a speaking program at the transit-oriented development site at 255 Main St. at 11 and a groundbreaking at noon, according to the town's posting. Coffee and pastries are served before the 9:30 start.

2. Windsor Locks Voting Locations, Early Voting
When: Early voting Oct. 19-Nov. 1; Election Day is Tuesday, Nov. 3
Where: Windsor Locks Town Hall, 50 Church St.
What to know: District 1 votes at Town Hall, 50 Church St., and District 2 at Windsor Locks High School, 58 South Elm St., according to the town. Early voting runs Oct. 19 through Nov. 1 at the Registrar of Voters office in Town Hall, 10 a.m. to 6 p.m., and 8 a.m. to 8 p.m. on Oct. 27 and Oct. 29. Questions go to 860-627-1441.

3. East Windsor Starts Next Year's Capital Plan
When: Tuesday, Oct. 13, 6 p.m.
Where: Program Room 1, East Windsor Community Center, 28 Abbe Road
What to know: The Capital Improvement Planning Committee will set its 2026-27 meeting schedule for choosing projects for the 2027-28 capital plan and hear a presentation from the assessor, according to the agenda.

4. East Windsor Arts Committee Reviews Murals, Banners
When: Tuesday, Oct. 13, 6:30 p.m.
Where: East Windsor Town Hall, 11 Rye St., Broad Brook
What to know: The Arts and Culture Committee will get updates on the Broad Brook library mural unveiled Sept. 11, a library StoryWalk dedication, a bus shelter project, veterans banners, a Free Little Art Gallery, the Grey Barn and sculptures, according to the agenda.
